On August 13, 2020, OMB published in the Federal Register a lengthy document on the final changes to the Uniform Grants Guidance (UGG). The original UGG went into effect on July 1, 2015 and was slated for a rewrite after five years. These changes are being incorporated into the Education Department General Administrative Regulations (EDGAR), and they govern federal funds under Perkins CTE, AEFLA, WIOA, and the Higher Education Act. Michael Brustein and Bonnie Little Graham of the Washington D.C. based firm, Brustein & Manasevit PLLC., will conduct a webinar on the new regulations on October 28, 2020 from 10:00 am to noon (Pacific Time). Topics will include key changes to procurement, internal controls, inventory, time and effort, budget and obligation periods, as well as changes to the audit process. Inasmuch as OMB has now changed the federal role to prohibit federal agencies from imposing any legally binding requirements that are not formally promulgated in the Federal Register (e.g. restrictions on federal funds for meals/food), colleges have considerably more flexibility in how federal grant dollars may be used. There will be ample time for questions.
