Joseph D'Alessandro
Deputy Chief of Grant Compliance and Fiscal Services
Joe D’Alessandro has been the Deputy Chief of Grant Compliance and Fiscal Services for the School District of Philadelphia since April, 2012, leading the effort to build and maintain an effective grant management and compliance culture. Prior to his grant role, D’Alessandro was Deputy Budget Director of the School District of Philadelphia for 9 years.

D’Alessandro came to the District in 2003 after 14 years in Illinois State Government having served a year as a budget analyst in the Governor’s Office and then chief financial officer for two state agencies where he developed expertise in designing and implementing effective budget development systems and financial and managerial controls.

D’Alessandro received, on behalf of the District, the National Grants Management Association’s Distinguished Service Award for the District’s turnaround from a district nearly designated a “High Risk Grantee” to a Best Practice model for grant management and compliance.

A graduate of the University of Wisconsin-Madison, D’Alessandro holds a bachelor’s degree and a master’s degree in public policy and administration. D’Alessandro also earned the designation of Certified Grants Management Specialist from the National Grants Management Association.

Bernell Cook
Executive Director of the Division of Federal Support and Grantee Relations
Bernell Cook is the Executive Director of the Division of Federal Support and Grantee Relations, in the Office of Operations at the Louisiana Department of Education (LDE). With an extensive and robust career in education, he has been with the Louisiana Department Education (LDE) for approximately seventeen years.

In his current leadership position, he oversees the effective implementation of several federal programs: Title I, Part A, C, and D, Title II Part A, Title III Part A, Title IV, Part A, Title V, and Title IX, under ESSA. As Executive Director, his responsibilities also include supporting the LDE’s design, training, and approval process of new Super Application. He also is responsible for the oversight of the Grants Management team at the LDOE and serves as the lead liaison in connecting the work of the ESSA programs with all other offices of the LDOE.

Bernell currently serves on the Board of Directors for the National Association of State Title I Directors as treasurer. He has a Master’s degree in Education Administration and Supervision from Southern University, A & M College in Baton Rouge, Louisiana. Via alternative certification, he achieved NCLB’s Highly Qualified status in Secondary Mathematics (2007). A former middle and high school mathematics and science teacher, he also holds a Bachelors of Science degree in Mechanical Engineering with a minor in Mathematics. Bernell resides in Louisiana’s capital, and enjoys spending time with his precious wife and daughter.

Douglas Cleary
Assistant Vice President of Student Financial Aid
Doug Cleary is the Assistant Vice President of Student Financial Aid for the Kentucky Community and Technical College System (KCTCS). Doug has worked in the financial aid sector for 33 years either on college campuses or with student lenders. Currently, Doug oversees the coordination and administration of student financial aid for the 16 colleges within KCTCS which enrolls over 100,000 students annually.

Leslie Whisnant
Director of Sponsored Projects Accounting
Leslie Whisnant is the Director of Sponsored Projects Accounting for the Kentucky Community and Technical College System. She has been in her current position for nearly 3 years, with a combined 8 years working with sponsored projects. Prior to her work at KCTCS, she worked in the private sector for 10 years handling multiple accounting functions. She holds a Bachelors of Business Administration from Eastern Kentucky University, along with completing several courses toward her MBA.

KCTCS is comprised of the 16 community and technical colleges in Kentucky. Annually, KCTCS has nearly 700 individual grants. Excluding federal financial aid, KCTCS averages $60M in federal grant expenses each year.
