Joshua Dubroff
Chief Procurement Officer at University System of New Hampshire
Josh Dubroff currently serves as the Chief Procurement Officer for the University System of New Hampshire (USNH). Josh has spearheaded a comprehensive procurement transformation, modernizing and streamlining procurement services by deploying source-to-pay modules on the Jaggaer platform, refocusing and restructuring the procurement team, and achieving significant cost savings through strategic sourcing and process optimization. His team recently lead a successful selection process for a new ERP solution and implementation partner for core human resources, finance, and student information systems which are now being implemented. Recently, Digital Capture has transformed invoice processing and procurements use of ChatGPT as well as a newly implemented Chatbot is creating significant efficiencies, changing how services are delivered to internal customers.

Prior to USNH, Josh served as the Chief Procurement Officer for the University of California, Merced. In this role, he led key initiatives, including the design and implementation of campus-wide shared services, and consolidation of logistics and contracting functions under the CPO. His teams made significant strides in optimizing how people, processes, and technology work together by implementing components of Jaggaer, Oracle, and ServiceNow. This occurred during a period of significant growth as UC Merced doubled in size through the largest public-private partnership in the U.S. higher education sector and the campus sought to support this growth while containing cost.

Prior to UC Merced, Josh worked at the University of Massachusetts Dartmouth, holding various positions, and ultimately serving as the Associate Director of Procurement Services.

Josh holds a CPSM certification and dual master's degrees—a Master of Business Administration with a focus in Supply Chain Management and Information Systems, and a Master of Public Policy with a specialization in Political Economy.
