    An experienced global maritime leader in the areas of policy, government, and related law, Bud Darr is Executive Vice President, Maritime Policy and Government Affairs of MSC Group which operates in 155 countries.

    Having served in the US Navy, Merchant Marine, and Coast Guard, as well as being an accomplished ocean yacht racer, Bud’s longstanding connection with the sea and ships is both personal and professional.

    Bud began his education in Submarine Nuclear Engineering and later obtained his formal undergraduate education at the US Merchant Marine Academy, where he was trained as a Deck Officer. During his service with the US Coast Guard, he studied law at the George Washington University Law School. He most recently led the Maritime Policy efforts of the Cruise Lines International Association prior to joining the MSC Group in 2017.

    Today, Bud is engaged across MSC’s Cargo and Passenger divisions, developing the company’s central Government Affairs function, based at the Group’s headquarters in Geneva. He is closely involved in MSC’s response to developments in environmental public policy and regulation and other industry-wide issues such as greenhouse gas emissions, maritime security, safety at sea, and international shipping policy. He serves on the Boards for the UK Chamber of Shipping, BIMCO, International Chamber of Shipping, Liberian Shipowners’ Council, and Society for Gas as a Marine Fuel.

Before joining EMSA, Armando has been a seafarer on board chemical tankers, he has worked in the technical department of a shipping company and later-on he joined the World Maritime University of the IMO as a technical officer dealing with ship inspections and maritime administrations. Armando’s background is quite varied as it encompass operational and academic know-how. He holds a Ph.D. in Maritime Affairs; his work focused on the Implementation of EU legislation with regard to Port State Control and Flag State matters.

In his capacity of the world's first professor in Maritime Informatics he also part time at the Chalmers University of technology (M2), Sweden, exploring the opportunity of maritime informatics as an applied research field. Lind serves as an expert for World Economic Forum, Europe’s Digital Transport Logistic Forum (DTLF), and UN/CEFACT. He has been the lead author of many concept notes associated to maritime and transport informatics brought up by international trade press and has become recognized thought leader in Maritime Informatics. Lind has also served as mini-track chair for Maritime Informatics at the major regional IS conferences in Europe and the Americas for several years.

    GATERS is a collaborative European project under the EC H2020, bringing together 18 European technology experts and prime stakeholders to explore the first “Retrofit Application” of novel propulsion and manoeuvring device for ships called “Gate Rudder System”. This system has already shown a remarkable fuel saving (max of 14% in trials and 30% in-service) as a sole energy-saving and excellent manoeuvring device as the world’s first new-build application on 402 TEU coastal container ship (Shigenobu) in Japan. However, the GATERS project aims to demonstrate the emission and economic advantages of the Gate Rudder System as a Retrofit for the first time.

    This presentation presents the details of this three-year Innovation Action project, which has kicked off in February 2021 and discusses the expected impact by applying the world’s first retrofit gate rudder application on a 4749 DWT coastal general cargo vessel (M/V Erge) in Turkey.

    Alessandro Lo Piccolo

    Having originally joined The Bahamas Maritime Authority in March 2017 as Technical & Compliance Officer for the Inspections & Surveys Department in London, Alessandro was promoted to Assistant Director in 2019. His role not only encompasses ensuring that The BMA fleet meets all regulatory requirements but also the development of new rules and regulations to ensure continuous safety improvements within the maritime sector. Currently involved in the ship building program which will frequently require an evaluation of an alternative design and arrangement (AD&A) study, Alessandro also specialises in review prototype testing for novel technology.

    In addition to his work in the Inspections and Surveys Department, Alessandro supports The BMA’s Maritime Affairs department at the IMO and is an examiner for new Marine Officers in The Bahamas.

    As a former employee of a leading IACS classification Society responsible for the Southwest of England, he was the key point of contact with clients for survey and type approval. He also brings decades of operational knowledge from his time on board large passenger ships where he led and coordinated engineering operation teams. He is a highly qualified Chief Marine Engineer, ISM/ISPS/ISO/MED Lead Auditor and MLC Inspector. His experience covers many aspects of the industry including new Ship Building, Dry-Docking planning, Commissioning Engineering, Damage Assessments, Equipment Certifications and Risk Analysis.

    Born in Brugge (Belgium), Wim Stubbe has a master’s degree in Law at the University of Leuven, and a postgraduate degree in Media-management.

    Overall, Wim Stubbe has mainly been working in the development and management of European cooperation projects and networks in the economic, maritime and energy spheres. One of the most recent results is the creation of the OWPP (Offshore Wind Ports Platform) within the scope of Windeurope, bringing 20 small and large ports together in order to prepare them for the challenges of the offshore wind industry.

    During the last 13 years, Wim has been working at the Belgian port of Oostende, focusing on the traditional logistic port operations (o.a. cruises), the development of offshore renewable energy (o.a. wind, wave, solar) and the EU project development and implementation. Within the actual maritime world, the activity profile of ports is permanently changing and port cooperation is a necessity in order to catch up with the fast global changes. Therefore, most of the EU projects were related to low carbon port management, hybrid shipping (including the use of hydrogen) , the implementation of IT and IOT as tools to improve port operations, offshore renewable energies and circular economy.

    Turi Fiorito is the Director of the European Federation of Inland Ports. He has over 5 years of expertise in EU transport policy. He was the former Transport Policy Advisor to Member of the European Parliament Wim van de Camp, working on legislation such as the Mobility Package, Port Services Regulation and the Fourth Railway Package.
    This gave Mr Fiorito an expertise on EU legislative processes, policy making and institutional practices. He combines this with his knowledge of the entire transport and logistics sector.
    Before his Brussels career, Mr. Fiorito worked for the Dutch Embassy in New Delhi. He graduated Cum Laude from Utrecht University as a Master in International Relations.

Mr. Díez has participated as speaker in several national and international Congresses, Seminars and Workshops in Europe and Worldwide. Author of different monographies and articles concerning port management, he is instructor of the UNCTAD Port Certificate Program in the English, Spanish and French Networks, an expert to the EU TAIEX Program in the field of Transport, and a lecturer in different Spanish Universities.

    Mr. Díez participate actively in different industry committees, including the European Sea Ports Organization (ESPO) and the Mediterranean Ports Association (MEDPORTS), among other.
