This course examines practitioner authority under Circular 230, the protections afforded to taxpayers under IRS Publication 1, The Taxpayer Bill of Rights, and the procedures used to establish representation through Forms 2848 (Power of Attorney) and 8821 (Tax Information Authorization).

Participants will also explore the scope and limitations of tax practitioner privilege under Internal Revenue Code §7525.

Through practical examples and case scenarios, practitioners will learn how to properly establish representation, understand taxpayer rights, and recognize the boundaries of privileged communications when interacting with the Internal Revenue Service.
  • Identify the regulatory framework governing practitioners under Circular 230, including who is authorized to practice before the Internal Revenue Service.
  • Explain the key provisions of the Taxpayer Bill of Rights (IRS Publication 1) and how those rights support taxpayer representation.

Ms. Dawson Harris owns The Resilient Tax Group, a boutique firm specializing in IRS representation, collections, taxpayer compliance, and advocacy. She brings over three decades of experience helping individuals and businesses navigate tax challenges.

Her experience working with a local tax attorney and at a national resolution company helped her lead teams managing more than 1,400 active IRS/State cases and has secured millions in debt relief for her clients. She recently launched The Tax Blueprint Academy, helping taxpayers and tax professionals understand tax basics.

Ms. Dawson Harris holds a Bachelor of Science degree in Public Administration from the University of Central Florida and furthered her academic pursuits with a Master of Arts in Organizational Management from the University of Phoenix. A graduate of the Shuldiner/Smollan Leadership Academy and a Fellow of the National Tax Practice Institute, she exemplifies a commitment to continuous learning and professional excellence.

Currently serving her second term as Director with the National Association of Enrolled Agents (NAEA), Ms. Dawson Harris also is a two-time past President with the Florida Society of Enrolled Agents.

Beyond her professional leadership, Ms. Dawson Harris is deeply engaged in community service. She serves as a Director at Big Sis Inc. and on the Board of Thomas Leadership Academy, both nonprofit organizations serving Central Florida communities. Deeply guided by faith, Kesha finds joy with family and friends, relaxing at the beach, enjoying good food and wine, traveling with her son Daniel, and chasing her Jack Tzu Scout.
