Lomé, 28 August 2020. Appointed on 18 August 2020 by the WAMU Council of Ministers, following a favourable opinion from the WAEMU Conference of Heads of State and Government, Mr. Serge Ekué, the new President of the West African Development Bank (BOAD) officially assumed office at the institution’s headquaters in Lomé (Togo) on Friday 28 August 2020, after a handover ceremony with the outgoing President, Mr. Christian Adovelande, whose term of office has drawn to a close.

Chaired by Mr. Sani Yaya, Togolese Minister of Economy and Finance and Chairperson of the Council of Ministers of the West African Monetary Union (WAMU), the ceremony was attended by Mr. Romuald Wadagni, Minister of Economy and Finance of Benin, and Mrs. Demba Tignokpa, Togolese Minister of Planning, Development and Cooperation. Were also in attendance Mr. Mamadou N’diaye, President of the Regional Council on Investments and Financial Markets (CREPMF), the representatives of the Governor of BCEAO and the President of the WAEMU Commission as well as BOAD Board members.

Mr. Serge Ekué, the new President of BOAD, in his address, expressed his heartfelt gratitude to the WAEMU Heads of State for his appointment to the high office of President of BOAD and warmly congratulated his predecessor for the achievements made under his leadership. Addressing the former President, he reassured him of the Bank’s future adding that: “The institution you contributed to develop will continue to grow with the opening of a new chapter in its history as intended by our founding fathers on 14 November 1973 in Dakar.”

Kilder is a business consultant with bachelor's, master's degrees and specializations obtained in well-known colleges and universities in the United States; he has specialized in microfinance, extreme poverty, international marketing, international trade, electoral strategy, and political marketing. Fuentes has solid business, professional and academic experience in the private and public sectors of the United States.

Kilder has worked as a consultant in projects funded by the Inter-American Development Bank (IDB), United Nations Development Program (UNDP), United States Development Agency (USAID), Canadian Cooperation Agency (CIDA) and the Ministry of North American SMEs (US SBA) and Walt Disney World (Florida, USA).

Fuentes has professional experience in the Department of Education of the city of New York, the Department of Economic and Social Affairs of the United Nations system (UN-DESA); as well as academic researcher and adjunct professor at the City University of New York (City University of New York, USA) and Long Island University (New York, USA) among others.

In July 2006, for the first time, Fuentes achieved a proclamation of the WHITE HOUSE signed by President George W. Bush in favor of the Peruvian community in the US; and since then he has been President of Peruvian American National Council, an institution that organizes the “CELEBRATION OF THE INDEPENDENCE OF PERU IN WASHINGTON, DC” for 14 years, which includes events at the White House, the US Department of State, the United States Senate and Congress, the US Capitol, Arlington, National Cemetery and the Organization of American States among others prestigious venues in Washington, DC. In 2008 and 2012, Kilder Fuentes actively participated in the Barack Obama campaign as an active member of Latinos for Obama; and in 2016 he was involved with Latinos for Hillary Clinton where he supported the campaign of Hillary Clinton as a candidate for the White House for the Democratic Party.

Juan Pablo Celis Garcia is a youth policy advocate and youth empowerment speaker. Since 2016, he has been part of the Youth Steering Committee of the United Nations Department of Global Communications, Civil Society Unit. He is a former Communications Associate of the United Nations Association of New York (UNA-NY), a program of the UN Foundation. Mr. Celis served as Co-Chair of the Youth Subcommittee for the 66th United Nations DPI/NGO Conference on Education for Global Citizenship in South Korea. Here, he chaired the Gyeongju Youth Declaration on Youth and Decision making. In 2019, he co-led the drafting of the first ever Youth Climate Compact at the 68th United Nations Civil Society Conference. Mr. Celis presented the Compact at the UN Youth Climate Summit in 2019. Irma is a Space Operations lead engineer at NASA, a researcher, and a distinguished speaker. Prominent Engineer of three NASA Missions: Tropical Rainfall Measuring Mission (TRMM), Lunar Reconnaissance Orbiter (LRO), and (currently) James Webb Sciences Telescope (JWST). Skilled in Satellite Ground Systems, Mission Planning, Normal Operations, and Early Commissioning Rehearsals. Experience with launch campaigns and spacecraft operations. Strengths include being detail-oriented, problem solving, strong oral and written communication.

Irma has received her Master’s Degree in Astronautical Engineering from Capitol Technology University. She is a James Webb Space Telescope (JWST) Senior Flight Operations Systems Engineer. Her work focuses on: Ensuring Health and Safety of JWST spacecraft and many other tasks related to pre-launch JWST Mission. Her main role is to lead other engineers and serve as Communications Bridge between spacecraft engineers, NASA mission operation managers, sub matter experts, and console operations staff.

Prior to this current role, Irma was a Flight Operations Lead and a subsystems engineer with focus on: Propulsion System and Guidance, Navigation, and Control (GN&C) for the LRO (Lunar Reconnaissance Orbiter) Mission. She has participated in that mission by planning attitude control and orbit adjust maneuvers. As a full-time engineer at JWST, she is also pursuing her second Master Degree in sciences in Spatial Intelligence from University of Maryland, College Park and a Doctorate Degree in Sciences from Capitol Technology University, Laurel Maryland.

Irma has participated as keynote speaker at numerous NASA STEM events. Her research in deglaciation of Peruvian Andes has led to a more widespread public awareness of global climate warming impacts and mitigation. She is also an adjunct professor at Capitol Technology University and uses her flight operations experience to pass on to the future engineers for NASA.

In summary, an innovator and a mentor as Irma, has received several recognitions and awards, a special recognition from former NASA administrator Charles F. Bolden, Jr, who praised for an “incredible job inspiring young”. Her interview at American News agency has been titled as “A Role Model’s Journey from Peru to NASA”. Additionally, Irma is a sportswoman internationally recognized, holding a black belt degree in Karate as well as bilingual, fluent in both English and Spanish.

Neil Hirst is the Senior Policy Fellow for Energy and Mitigation at the Grantham Institute, Imperial College London. After being a government official in the UK, he was the Director for Technology and then the Direct for Global Dialogue at the International Energy Agency. Most recently he has been working with China’s Energy Research Institute on China’s role in international energy governance.

Mr Hirst has been the Energy Counsellor at the British Embassy in Washington and the Chairman of the G8 Nuclear Safety Working Group. He has worked on energy finance on secondment to Goldman Sachs in New York, and undertaken consultancy for the World Bank.

He is the author of The Energy Conundrum; Climate Change, Global Technology, and the Tough Decisions we Have to Take.

Mr Hirst holds a first class degree in Politics, Philosophy, and Economics from Oxford and an MBA from Cornell.

American businessman who currently serves as the Director of the Office of Economic Impact and Diversity at the United States Department of Energy (DOE). Campos was nominated to the position on March 2, 2018 by President Donald Trump and confirmed 98-2 by the United States Senate on April 9, 2018.

As Director, Campos oversees the Office of Economic Impact and Diversity and the Office of Civil Rights and Diversity. Campos serves as the DOE’s Chief Diversity Officer and as the official Federal designee to the White House Interagency Working Group Initiative, which includes the White House Initiative on Asian Americans and Pacific Islanders, the White House Initiative on Educational Excellence for Hispanics and the White House Initiative to Promote Excellence and Innovation at Historically Black Colleges and Universities. Campos also serves as the DOE’s Equal Employment Opportunity Director and is the Department’s designee on the White House Opportunity and Revitalization Council. Campos also serves on The White House Council on Affordable Housing.

In 2018, Campos established the "Equity in Energy" initiative, to "expand the participation of individuals in under-served communities, which includes minorities, Native Americans, women, veterans, and formerly incarcerated persons, in all the programs of the Department." The program has external and internal engagement components. Externally, the DOE is conducting listening sessions with underrepresented groups, to gain insights and ideas as to how the DOE can increase minority representation in the energy sector. Internally, the DOE is working with the Department's program offices and the National Laboratories to bring awareness to these issues and address potential solutions

Air Batalla develops greenhouses for coastal areas, which allows generating crop solutions for poor populations that need to generate food sources. The greenhouses are adapted to the environmental conditions of the area and use sea water to create micro-environments for the development of sustainable crops.

Many of these populations settled in the northern part of Colombia, have great needs for water and also great needs for food that can curb the high rates of malnutrition and infant death that affect this area of the country so much.

The Invernadero de Mar seeks 3 basic solutions such as water, food and electricity for those communities that are close to the coast. It is a sustainable technology with minimal environmental impact, given the growing demand for food and water that are present in many areas of the world, which require specific technologies that generate tangible solutions to the deficiencies of these communities.
