Lillian Ortega brings over a decade of FDA regulatory experience, with the last seven years in various leadership positions at CTP’s Division of Enforcement and Manufacturing (DEM). As the Director of DEM, she was instrumental in strategic planning and managing of the Tobacco Manufacturer Inspection and Enforcement programs. Under her leadership, DEM conducted over a thousand biennial routine, directed and premarket tobacco application inspections, issued hundreds of Warning Letters to Tobacco Manufacturers and Importers in an attempt to achieve voluntary compliance, placed violative importers on tobacco import red list and contributed to the first permanent injunction actions to firms for continuing to manufacture unauthorized tobacco products. During her tenure as Director, Lillian contributed to the development and implementation of the Post Market Surveillance requirements in Marketing Granted Orders. Lillian provides eye-opening insight into CTP’s policies on premarket review, enforcement priorities, CTP foundational regulations and manufacturing requirements. Lillian’s perspective and solution based approach to resolving regulatory and compliance issues is well sought out due to her vast tobacco experience and understanding of FDA’s and CTP’s landscape.

Stacy draws on 30 years of experience to counsel her clients in the pharmaceutical, food, dietary supplement, tobacco, cosmetic, and medical device industries with respect to matters involving the FDA, USDA, FTC and other US federal and state agencies. She assisted with drafting the small business provisions of the Family Smoking Prevention and Tobacco Control Act and has been advising clients regarding FDA’s regulation of tobacco and nicotine products for over 15 years. A prolific author and speaker, Stacy is frequently called upon to educate others on topics of food and drug law, including nicotine and tobacco product regulation and enforcement. She has also regularly authored chapters in the Food and Drug Law Institute (FDLI) publications, Food and Drug Law & Regulation, How to Work with the FDA, and Top 20 Food and Drug Cases & Cases to Watch. She has also recently authored the tobacco and nicotine regulation chapter in the FDLI publication, How FDA Really Works: Insights from the Experts. Stacy has served one term on the Board of Directors of FDLI and two terms on the FDLI Tobacco and Nicotine Products Committee, and has been consistently recognized by The Best Lawyers in America© and Super Lawyers for FDA Law. She received her Juris Doctor from Harvard Law School (cum laude) and her Bachelor of Arts degree in English (magna cum laude) from Emory University.

Brian has worked with Pilot for 8 years. Prior to managing Tobacco and Cold Vault, he worked as a Decision Scientist for Pilot in the Business Intelligence Department where he was responsible for supporting analysis for all merchandising functions.
