Jake Comer is Growth Energy’s Vice President of Market Development, specializing in helping U.S. retailers bring higher ethanol blends to market. Comer has over a decade of retail fuel experience spanning multiple retailers. Most recently, he served as the Director of Retail Fuels for Casey’s with responsibilities including expanding E15 availability, fuel marketing & pricing, and ensuring overall fuel profitability goals were met.
Comer received his undergraduate degree from Drake University and his MBA from the University of Iowa. After several years in public accounting, he spent seven years in fuels with Kum & Go and Murphy USA, focusing on the guest fueling experience and optimizing fuel sales. He moved back to Des Moines, Iowa, with his wife and two children in 2018 to help Casey’s stand up its Retail Fuel Department as part of its Shareholder Value Creation Plan. Comer joined the Growth Energy team in 2022.

Senior Vice President of Regulatory Affairs, Growth Energy
Chris Bliley serves as Growth Energy’s Senior Vice President of Regulatory Affairs. Prior to joining Growth Energy in 2011, Bliley was a director at the Nussle Group, a Washington, D.C.-based consulting firm. He served as the Associate Administrator of the U.S. Environmental Protection Agency running the agency’s Office of Congressional and Intergovernmental Relations from 2007 until 2009 under President George W. Bush. He was also Chief of Staff and Legislative Director for Congressman Jim Nussle. Prior to joining Nussle’s staff, Bliley was Director of Government Relations for the Smokeless Tobacco Council, a Washington-based trade association.

Program Manager for HBIIP
Jeff Carpenter has been the Program Manager for the Higher Blends Infrastructure Incentive Program (HBIIP) since May 2021 and has been part of the team since the program started in 2020. Jeff graduated with a B.S. in Business Administration and Psychology and an MBA. He started with USDA Rural Development in Nebraska in 2008, working in the Single-Family Housing Programs until he became an Energy Coordinator in 2015. Since 2015, his work has focused on the various Energy Programs offered through USDA Rural Development, including those centered around advanced biofuels.

Jamey R. Cline is the Business Development Director for Christianson PLLP, a full-service CPA firm based in Willmar, Minnesota, which provides accounting, auditing, tax, software, and consulting services to clients primarily in the agricultural industry. Cline joined the company in 2013, and is responsible for Christianson’s direct sales activities and new customer prospecting. Jamey brings more than 25 years of experience in the agriculture and bioenergy industries, focusing on adding value to agricultural commodities and project development. He is a graduate of the University of Missouri-Columbia with a bachelor’s and master’s degree in Agricultural Economics.
