Nguonly Taing has been recently appointed as an executive director of Techo Startup Center, which is a government-funded startup accelerator under the innovation arm of the Ministry of Economy and Finance of Cambodia. Besides accelerating tech startups, he manages a project implementing Cambodia Data Exchange (CamDX) Platform which adopts the X-Road model to facilitate the data exchange between multiple governments’ systems. Online Business Registration Service will be the first grounding service to be operated on CamDX, and from that, we will expand to other digital services. He has more than 15 years of working experience in software industries. Since 2009, he has been also a visiting lecturer on Distributed Systems and Machine Learning at the Royal University of Phnom Penh, Cambodia.

He received his M.Sc. in ICT from Waseda University, Japan, and Ph.D. in Computer Science from the Dresden University of Technology, Germany. His research areas are run-time variability, anticipated adaptation, unanticipated adaptation, the programming model for IoT and software evolution. He is especially interested in applying the research and experimental development to explore the source of innovation for startups.
