Alexander Gates
CESER, Department of Energy
Mr. Gates provides strategic direction to the Office of Cybersecurity, Energy Security, and Emergency Response (CESER) at the U.S. Department of Energy (DOE). He joined DOE with over 30 years’ experience at the National Security Agency and the Department of Defense, where he excelled in intelligence analysis, cyber operations, cybersecurity, and research and development. Before joining CESER, he served as the Deputy Director for Cyber in DOE’s Office of Intelligence and Counterintelligence, where he led the production and delivery of cyber-related products and services in support of the Secretary of Energy and other DOE stakeholders, including the private sector. In this role, he worked collaboratively across the whole of government, the Intelligence Community (IC), the National Laboratories, and the energy industry to solve complex problems related to intelligence, information technology, cybersecurity, cyber operations, and research. He routinely represented DOE before the White House, the Director National Intelligence, and multiple congressional committees, including the Senate Select Committee on Intelligence and the House Permanent Select Committee on Intelligence, and worked closely with the Central Intelligence Agency, Department of Homeland Security, Federal Bureau of Investigation, and National Security Agency (NSA) to secure and defend the grid.

At NSA, Mr. Gates served as Technical Director of the Remote & Deployed Operations Group of NSA’s Information Assurance Directorate, where he led and advised on mission execution, discovery, and research activities to improve the integration and effectiveness of NSA’s cyber security operations. He also established the NSA’s Cyber Integration Lab, an agency-wide collaboration that developed dynamic cyber mission solutions, particularly in the areas of cyber situational awareness and knowledge management.

Between 2005 and 2010, he was assigned to the NSA Central Security Service’s Threat Operations Center, serving in multiple managerial and senior threat advisor positions and leading organizations to deliver timely and actionable intelligence to senior NSA and IC leaders. Here, heled several mitigation and countermeasure efforts and supported the development of mission solutions that prevented cyberattacks.

In total, Mr. Gates has amassed nearly four decades of military and civil service working signals intelligence, cyber operations and security, and military activities in support of national security.

Mr. Gates holds a Bachelor of Science in Business Administration from Wayland Baptist University and a Master of Public Administration from the University of Oklahoma. He has completed NSA’s Professionalization Program for Intelligence Analysis and holds graduate credentials in telecommunications systems from John Hopkins University.
