Its efforts support persistent, networked, and distributed combatant command operations and campaigns against state and non-state actors, all to protect and advance U.S. policies and objectives. Vital to its varied responsibilities are the engineers and engineering partners tasked with carrying out facilities, infrastructure, and systems support.

USSOCOM Command Engineer
COL Murphy is the US Special Operations Command (USSOCOM) Command Engineer where he serves as a key advisor to the Commander, responsible for integrating engineer capabilities, managing infrastructure requirements, and overseeing construction support for special operations forces. Their role focuses on ensuring that SOF-specific infrastructure, mission support facilities, and operational engineering projects are synchronized with the command's global objectives.

COL Murphy previous assignment was the commander of the New Orleans District U.S. Army Corps of Engineers (USACE). Col. Murphy’s Army career began in 1997 when he received his commission as an engineer officer from the Illinois Institute of Technology. He has served at all echelons within the Army, to include assignments with Armored, Stryker, Airborne, and Special Operations units, as well as in the interagency in Washington D.C. Col. Murphy also commanded the Nashville District from 2015 to 2017 where he delivered a civil works program estimated at 290 million dollars annually with a focus on navigation, hydropower, and flood risk management. He has deployed to combat four times in both Iraq and Afghanistan as well as to conduct peacekeeping operations in the
Balkans. Within the United States, Col. Murphy has also participated in humanitarian assistance missions, to include fighting forest fires in Montana and providing
hurricane relief in New Orleans following Hurricane Katrina.

Col. Murphy holds a Bachelor of Science in Civil Engineering from the Illinois Institute of Technology, a Master of Science in Civil Engineering from Missouri University of Science and Technology, and a Master of Arts in Strategy from the Army War College.

Rick has been with Fluor since 2014 and is currently the Expeditionary and Logistics Sales Director for Mission Solutions. He is also the Program Manager for several Multiple Award contingency contracts such as Air Force Contract Augmentation Program, Counter Narcotics and Global Threats, and Global Contingency Services. Rick’s experience includes the Engineering and Construction lead in Liberia during the Ebola Crisis; the transition manager for Naval Support Facility Redzikowo, Poland; Startup team for Puerto Rico Power Restoration; the startup of Operation Allies Welcome at Holloman AFB, NM, and more recently the Pavements and Transportation Support for Tinian North Field Restoration.

Rick was previously with IAP Worldwide Services as the Engineering Site Manager for the MacDill AFB Civil Engineer Support Contract.
Rick retired in 2010 as a Lieutenant Colonel Air Force Civil Engineer Officer. During his 24 years of service, he was the Commander of the 554th RED HORSE Squadron at Osan AB South Korea and the 314th Civil Engineer Squadron at Little Rock AFB, Arkansas. He completed multiple assignments as a base level engineer, AF Institute of Technology Instructor, US Navy exchange officer, and three major command staffs. His active-duty deployments include Operations Enduring Freedom (Afghanistan), Southern Watch (Saudi Arabia) and Shining Hope (Albania).

Rick is a member of the SAME National Leadership Council as an Elected Director. He was previously the Chairman of the SAME Warfighter Engineering COI.

Rick holds a Bachelor of Science in Mechanical Engineering from Baylor University and a Masters in Civil Engineering (Building Systems) from the University of Colorado at Boulder. He is a Registered Professional Engineer in Florida and Ohio.
