Ankur Dobriyal serves as Director at ADL Ventures, where he leads industrialized construction strategy, program development, ecosystem development, and implementation across federal infrastructure, housing innovation, and resilient delivery initiatives. He supports NAVFAC, NIBS, and other federal partners in translating industrialized construction from a promising delivery method into a scalable, procurement-ready capability.

Over the past decade, Ankur has worked across program strategy, cost and schedule planning, manufacturing setup, procurement strategy, and project execution. He has helped public agencies, developers, manufacturers, and project teams move industrialized construction from isolated pilots into real projects, with a focus on structuring the teams, standards, products, partnerships, and market capacity needed to deliver at scale.

His work has supported initiatives involving the Defense Innovation Unit, HUD, EDA, and DOE-related housing and resilience efforts. His expertise includes IC cost modeling, schedule compression strategies, acquisition planning, manufacturer product development, and cross-sector partnership development connecting owners, designers, builders, manufacturers, and public-sector stakeholders.

Before joining ADL, Ankur was a founding team member of Module’s manufacturing vertical, where his team launched a last-mile modular housing manufacturing facility in Pittsburgh. He also supported vertically integrated general contracting and modular housing delivery, developed standardized design catalogs, and worked with universities, research labs, and industry partners on deployment and pilot projects.

William “Bill” Seery is the Director of Pre-fabrication for Consigli Construction. Bill oversees complex multi-trade pre-fabrication efforts across all Consigli’s offices. Bill’s role includes knowing what potential solutions for clients are available in the market, bringing the right solutions to clients when solving for each specific client and project’s needs & best value, and helping Consigli teammates successfully engage with these solutions to ensure positive outcomes.

Bill’s background includes two successful start-ups. Bill first held various operations management roles at Aspect Medical Systems, a medical equipment start-up that successfully went public and is now part of Medtronics. While at Aspect, Bill was part of the team that won the coveted Shingo Prize for excellence in Lean Manufacturing.

Bill then brought his manufacturing experience to the Construction industry to help launch Surepods (aka Eggrock), the first modular bathroom pod company in North America. SurePods has installed over 25,000 modular bathroom pods across North America with most major Contractors and Architects. Bill helped grow and lead the company for almost twenty years, handling every position at the company at some point, as well as helping obtain several rounds of VC and other angel funding.

Bill’s educational background includes a B.S. in Industrial Engineering from the University of Massachusetts Amherst, as well as a M.B.A. from Bentley University. Bill is a certified Passive House Builder and trained in both Lean Manufacturing and Lean Construction.

Scott Cullen, MRICS, is a construction cost expert with 35 years of experience supporting complex building and infrastructure programs, including extensive work for the U.S. military. His experience includes managing USACE Huntsville’s Area Cost Factors program, supporting USACE CERL Building Cost Assemblies, and leading cost validation for the U.S. Air Force Sentinel weapon system. Scott has supported military projects at installations throughout the U.S. and overseas, bringing deep expertise in construction costs, market conditions, procurement, logistics, and alternative delivery strategies

Gilbert L. Rodriguez serves as a Construction Schedule Subject Matter Expert and Senior Cost Engineer with Naval Facilities Engineering Command Atlantic (NAVFAC Atlantic), supporting construction schedule development, cost engineering, risk analysis, and project controls across Navy Military Construction (MILCON) programs. His experience spans project delivery, construction management, cost engineering, schedule analysis, and program risk management.

Prior to his current role, Rodriguez served as a Construction Manager at Norfolk Naval Shipyard and later managed facility construction projects during an overseas assignment at Camp Lemonnier, Djibouti. Before joining NAVFAC, he worked in environmental and construction roles in the private sector, providing insight into both owner expectations and contractor execution challenges.

Within NAVFAC, Rodriguez contributes to enterprise initiatives focused on improving project controls, schedule quality, and risk-informed decision-making. He serves on NAVFAC's Headquarters Construction Schedule Working Group and supports efforts to strengthen construction scheduling standards, Integrated Cost and Schedule Risk Analysis (iCSRA), and digital project delivery capabilities. Rodriguez is also active in NAVFAC's AI Community of Practice, helping evaluate practical applications of artificial intelligence for project controls, schedule analysis, and risk-informed decision-making.

As a panelist, Rodriguez brings the government owner's perspective on construction planning, acquisition strategy, schedule certainty, cost realism, and program risk management. He will discuss how Industrialized Construction may influence procurement strategies, project delivery performance, risk allocation, and long-term outcomes across the Department of the Navy construction portfolio.
