William “Willie” Parks is the Assistant Director of the DoD/Federal Design Studio at RRMM Architects with over a decade of experience in architectural design, construction documentation, and federal project delivery. As a leader in RRMM’s DoD/Federal Design Studio, Willie has spearheaded the planning and execution of complex, multi-million-dollar facilities for the U.S. Army, Navy, Air Force, and Marine Corps—bringing precision, agility, and strategic insight to every phase of development.
His expertise spans a wide range of project types, including renovations, repairs, and new construction, often under fast-track schedules and multi-contract environments. Willie is especially skilled at managing multiple concurrent projects while aligning diverse stakeholder needs. He has facilitated numerous Concept Design Workshops and collaborative planning sessions, working with multiple government user groups to develop unified, mission-driven programs for multi-user facilities.
Willie’s federal design experience encompasses a broad spectrum of facility types, reflecting his adaptability and deep understanding of DoD criteria, procurement processes, and sustainability standards. A Registered Architect in five states, he is also a LEED Accredited Professional, committed to advancing sustainable design practices across the public sector. He shares this commitment through education, teaching a LEED certification design course at Hampton University.
Beyond his architectural practice, Willie is deeply engaged in professional and civic service. He is an active member of the Society of American Military Engineers (SAME), contributing to both the Young Members and Resiliency Committees of Interest. He also serves as the Assistant Vice Chair of the national SAME Credentialing Committee, helping shape standards and recognition for emerging professionals in the field. In addition to his architectural credentials, Willie holds the Construction Quality Management for Contractors (CQM-C) certification, a vital qualification for professionals working on U.S. Army Corps of Engineers and Naval Facilities Engineering Systems Command (NAVFAC) projects.
In addition to his professional roles, Willie served as the Planning Commissioner for District 10 in Virginia Beach, Virginia, where he helped guide responsible growth and development in his local community. He is now serving as an Architect on the Virginia Beach Housing Advisory Board, which advocates for fair housing and development throughout the city. His multifaceted leadership reflects a career rooted in service, innovation, and a commitment to building environments that support both national defense and civic well-being.
