Corey Pacer brings more than 25 years of business development and program/project management experience to the architecture, engineering, and construction industry. Mr. Pacer is Senior Vice President and Director of Strategy and Business Development for Pro2Serve, an employee-owned company that provides architecture and engineering, construction management, cost engineering, physical security, program management/integration, and environmental services to USACE, DOE, NNSA, USAF, and other federal agencies. Mr. Pacer also serves as Vice Chair of Education for the SAME’s Small Business Community of Interest.

Managing Member
Matthew Schoonover is the managing member of Schoonover & Moriarty, focusing his practice on counseling clients how to achieve success the federal marketplace. A small business owner himself, Matt tries his best to understand his clients’ business and objectives so that he can provide timely, efficient, and practical legal advice.

Matt works with clients on all aspects of their work with the federal government. He counsels on contract and regulatory compliance issues and eligibility for SBA’s small business contracting programs. He also helps clients with SBA’s mentor/protégé and joint venture programs, and helps prepare teaming agreements and subcontracts that meet various federal requirements.

In addition, Matt represents clients in litigation-related matters, like bid protests at the Government Accountability Office or Court of Federal Claims. Matt also represents contractors through SBA’s size and socioeconomic eligibility protests and appeals, and in performance disputes with federal agencies. 

Matt is an experienced speaker, having traveled the country (and cyberspace) to present on topics critical to small businesses. Along with his colleagues, Matt also writes about small business federal contracting issues on GovConBrief.com. Matt also is a board member of the National HUBZone Council, where he works to advocate on behalf of HUBZone companies.

Prior to founding Schoonover & Moriarty, Matt worked as a commercial litigator in Phoenix, Arizona and Kansas City, Missouri. Then as Managing Partner at Koprince Law LLC, representing government contractors. 

When he’s not in the office, Matt (and his wife) are trying to keep up with their two children (Oliver and Penny) and dog (Poppy). He also tries to be involved in the community, volunteering at his kids’ school and at church.
