Senior Vice President and National Federal Environmental Planning Leader, AECOM
Brian Boose is a Senior Vice President and the National U.S. Federal Environmental Planning Leader for AECOM. He has more than 33 years of experience as a nationally recognized subject matter expert in NEPA compliance, as well as strong knowledge and experience in Natural Resources Management, Cultural Resources Management, and Environmental Due Diligence, for a vast array of federal clients.

Over his career, he has managed and contributed to multiple complex environmental impact analyses (35 EISs and over 500 EAs), led over 50 NEPA training courses nationally, developed NEPA compliance handbooks and tools for a variety of federal agencies, and served as a mentor to multiple NEPA practitioners across the nation. Brian has worked in all 54 states and U.S. territories. He is an experienced NEPA practitioner, mentor, educator, and trainer of professional, adult students.

Currently, Brian is leading AECOM’s pioneering of Digital NEPA in the U.S., adapting international proprietary software and technologies developed by AECOM into a U.S.-based, NEPA-centric platform. Using this technology, AECOM recently completed the first Digital EIS in the U.S. AECOM’s practice advancements have been recently published in the Society of American Military Engineers’ (SAME) The Military Engineer in both 2020 and 2021 at:

Brian graduated Summa Cum Laude with a B.S. in Biological Sciences/Ecology from the University of California at Davis in 1990. He is a long-time member of the Society of American Military Engineers and the National Association of Environmental Professionals.

Associate Vice President, National DOD Environmental Planning Leader, AECOM
Jennifer Warf is an Associate Vice President and serves as the National DOD Environmental Planning Leader for AECOM. She also serves as a Department Manager for AECOM’s Impact Assessment & Permitting practice, including NEPA, Natural Resources, and Cultural Resources Specialists, in Ohio, Pennsylvania, Maryland, Virginia, Washington DC, and Alabama.

She is a Senior Environmental Planner / Natural Resources Specialist with over 20 years of experience in preparing large-scale natural resources management plans and National Environmental Policy Act (NEPA) documents, leading coordination and consultation with regulatory agencies, obtaining waterways permits (e.g., Clean Water Act [CWA] Section 404/401 permits), and conducting ecological surveys. She is notably experienced with natural resources surveys, management, regulations, and issues specifically on DOD installations.

She has served as a project manager, author, or technical reviewer on 10 Environmental Impact Statements (EISs) and more than 75 Environmental Assessments (EAs) pertaining to military training and testing, construction of new facilities, flood damage reduction, and natural resources management. She has served in a similar capacity on more than 150 documents/studies focusing on installation-level planning and natural resources management: Integrated Natural Resources Management Plans (INRMPs); endangered species management plans (ESMPs); biological assessments (BAs); Integrated Wildland Fire Management Plans (IWFMPs); Forest Management Plans (FMPs); and planning level surveys including topography, soils, surface waters, wetlands, flora, fauna, and protected species. Furthermore, she has worked in 51 states/territories across the U.S.
