Director, Institute for Water Resources
As Director of the Institute for Water Resources, Dr. Joe Manous oversees a multi-disciplinary Field Operating Agency that supports USACE’s Civil Works (water resources) missions through water resources planning, policy and decision-support model development; hydraulic and hydrological engineering; dam and levee safety; and training and national/international interface with academia, professional societies, and non-government organizations. This work is accomplished through IWR’s seven centers that include the Water Resources Center (WRC), Hydrologic Engineering Center (HEC), Risk Management Center (RMC), Navigation and Civil Works Decision Support Center (NDC), Waterborne Commerce Statistics Center (WCSC), Collaboration and Public Participation Center of Expertise (CPCX), and International Center for Integrated Water Resources Management (ICIWaRM).

Prior to becoming IWR Director, Joe served as a Water Resources Engineer and Manager for International Activities at IWR, where he specialized in the areas of water resources and environmental security issues associated with water. He also worked closely with the Office of the Assistant Secretary of the Army for Civil Works and Headquarters USACE. Dr. Manous is a retired US Army Corps of Engineers officer and his last active duty assignment was as Academy Professor at the United States Military Academy at West Point, where he taught courses in environmental engineering, water resources, and environmental security. Dr Manous is currently an Adjunct Professor at George Mason University, past-President of the American Academy of Water Resources Engineers (AAWRE), and President-elect of the Civil Engineering Certification (CEC), Inc. He is active in several professional engineering organizations to include American Society of Civil Engineers, National Society of Professional Engineers, National Institute of Engineering Ethics, Society of American Military Engineers, Order of the Engineer, and the Army Engineer Association.

Dr. Manous holds earned degrees from the Georgia Institute of Technology (Civil Engineering), North Georgia College (Physics), University of Illinois (MS, Civil Engineering), US Army War College (Masters of Strategic Studies), and University of Minnesota (PhD, Environmental Engineering). He is a board certified water resources engineer of the American Academy of Water Resources Engineers (D.WRE) and a registered Professional Engineer (PE) in the Commonwealth of Virginia.
