Director, Small Business Programs
Mr. Kyle Beagle is the Director, Office of Small Business Programs (OSBP) for the National Guard Bureau. In this role he serves as chief advisor to the National Guard Bureau to include HQ Joint staff and 54 states and territories on all small business-related matters. He is responsible for small business senior leader advising, acquisition policy, strategic initiatives, small business outreach, and small business subcontracting programs.

Mr. Beagle has served in multiple acquisition related roles to include small business professional, contract specialist, policy advisor and procurement analyst at many DoD commands to include Naval Research Labs, Naval Facilities Engineering Command and US Army Corps of Engineers (USACE), Naval Facilities Engineering Command (NAVFAC), Marine Corps I&L: and Mission Installation Contracting Command (Army).

Mr. Beagle holds a Bachelor of Science degree in Business Administration with a major in finance and economics from Old Dominion University, and a Master’s degree in Business Administration (MBA) from Cornell University.

Bianca Henderson serves as the Director for the Naval Facilities Engineering System Command (NAVFAC), Office of Small Business Programs (OSBP). Bianca leads 13 Small Business Professional’s across the NAVFAC enterprise with a small business spend that exceeded $4.8 billion dollars in FY-22. Bianca obtained her MBA from Strayer University in 2005 and a Bachelor’s degree in Management Human Resources from Park University in 1999. Bianca has 27 years of Gov’t Contracting experience, and has obtained DAWIA/FAC-C Level III Acquisition certifications. Bianca has worked for NAVFAC for 6 years and is passionate about advocating for small business utilization. She finds her job as a small business leader very meaningful and impactful. Bianca is also 11-year Marine Corps veteran.
