Sam provides counsel to commercial businesses in a wide range of government contracting and litigation matters. His practice includes representing federal contractors to obtain favorable outcomes in bid protests before GAO and the COFC and in size and status protests before SBA and its Office of Hearings and Appeals. Sam also has extensive experience litigating and resolving claims, appeals, contract disputes, and general business torts. In addition, he advises clients on matters of regulatory compliance arising under the FAR and SBA regulations, including those related to recertification, the limitations on subcontracting, past performance evaluations/CPARS, organizational conflicts of interest, security clearances, and affiliation. Sam serves as Co-Chair of the Firm’s Construction Industry Team and is a member of the

Meghan counsels government contractors and commercial businesses on a broad range of government contracting matters. She advises companies on small business procurement matters, particularly on issues related to eligibility and participation in small business federal procurement programs, such as the SBA’s SDVOSB, WOSB, 8(a) BD, and HUBZone programs as well as the All Small Mentor Protégé Program and the VA’s VetBiz VIP program. She also assists
clients in maintaining compliance with the FAR and small business regulations.

Meghan’s practice includes size protests and bid protests at all levels. She is also Co-Chair of PilieroMazza’s Government Contract Claims & Appeals Team, taking the lead on requests
for equitable adjustment and claims and appeals.

CMS has successfully captured Department of Defense multi-year contracts with $6.6 billion in contract capacity spanning 30 states, Guam and a worldwide contract. She serves on the Indiana Chamber Board, is an SAME Fellow and very active with the Society of American Military Engineers (SAME), the Mid-States Minority Supplier Diversity Council and the Latino Business Action Network. She earned a BSE in Computer Engineering and MBA in Finance from the University of Toledo.
