Nicole is an accomplished public sector executive with a strong background in leading significant programs of works across the property, public housing and asset management sector. As the Director, Infrastructure Operations and Delivery for the Asset Planning and Management Division at Court Services Victoria (CSV), Nicole leads a team of multi-disciplinary business units tasked with providing accessible justice to all Victorians through the delivery of high-quality court-infrastructure projects and services.

Before joining CSV, Nicole led the provision of advice to various policy areas, overseeing the development, procurement, and construction of the Victorian Public Housing Renewal Program at the Department of Health and Human Services.

Nicole holds a Masters of Public Administration from ANZSOG/Melbourne University. In 2019, Nicole was in the first cohort of 25 project leaders across the Victorian Government to complete the University of Oxford/Ernst and Young program through the Victorian Major Projects Leadership Academy.

Judy founded Intermedium in 2004 as a specialist researcher of Australian public sector user of ICT.

As an independent industry analyst, she has an extensive understanding of key technology and digitisation issues facing senior government decision makers.

She was a Deputy Commissioner of Taxation when she left the Australian Public Service and was responsible for a range of major ICT-dependant program reforms, including the implementation of the Tax File Number System.

She has an MBA from the Australian Graduate School of Management.
