CEO & Founder, Texas LNG
Vivek Chandra is the CEO and Founder of Texas LNG, a 4 MTA US LNG export project under development in South Texas, USA. Texas LNG is aiming to complete its remaining pre-FID engineering over the next 12 months, and to begin construction in late 2021 / early 2022. First LNG production will be in 2025.

He is also the author of 'Fundamentals of Natural Gas: An International Perspective,' a bestselling hardcover book published by Pennwell / Endeavor, publishers of Oil and Gas Journal.

Mr Chandra’s extensive 30+ years international gas experience includes roles as independent LNG consultant, senior commercial executive with an Australian energy company, development of gas projects in the Middle East, and diverse experiences with ARCO in the United States, including Alaska, and offshore field engineering with Schlumberger in SE Asia, Middle East and US. He has degrees in Geophysical Engineering, Petroleum Economics, Energy Management, and Commercial Law.

Principal, ALNGE Pte Ltd
Luc Speeleveld is an Independent Consultant through his advisory company ALNGE Pte Ltd in Singapore, providing hands-on advisory services in both LNG and Power based on his 25 years experience in IPP developments, LNG export and import projects, Small Scale LNG projects and LNG Trading.

He was Head of LNG Business Development at Gunvor Singapore for 8 years till March 2019 where he contributed to the growth of Gunvor LNG desk from 0.5 MTPA to 12 MTPA.

Before joining Gunvor in 2010, he had a diverse career with Engie over 17 years.

He started his LNG career in Engie, with the acquisition of Cabot LNG in 2001 and his assignment to Trinidad and Tobago to manage the Atlantic LNG assets.

Upon returning to Engie HQ in London he worked on various LNG projects such as GNL Mejillones, Bonaparte LNG project with Santos, Cameroon LNG project with SNH and Yemen LNG, among others. He was instrumental in adding new markets to the Engie LNG portfolio in Asian and Latin America till his move to Singapore in 2010.

Through his new advisory firm ALNGE, he has several assignments covering different aspects of the LNG business, such as :
• LNG to Power project in Asean Country;
• LNG virtual pipeline project (FSU to ISO/truck) in South East Asia;
• Bringing a new Small Scale LNG infrastructure solution to market;
• Commercial advisor for new LNG player with 2 greenfield LNG export projects;
• Establishing a Singapore office for an European Trading Company to grow its Asian LNG trading.

Senior VP Global LNG & FLNG, Worley
Paul is a graduate of University College Dublin and a Chartered Civil Engineer and Environmental Engineer. He is a member of the American Institute of Chemical Engineers and a European PE. He has 30 years’ experience in the LNG Industry. His career has covered construction and engineering in Europe, the Middle East, India, Korea, China, SE Asia and the Americas.

Currently he is Senior Vice President Global LNG and FLNG for Worley Parsons, responsible for the initiation, development and securing of all LNG projects.
