Director, Container Terminals, Port Houston
Ryan Mariacher is the Director of Container Operations for Port Houston. He is responsible for leading and managing all aspects of terminal operations at the Barbours Cut and Bayport Container Terminals. Ryan drives the optimization of services provided by the terminals and is integral to the strategic planning of Port Houston’s container portfolio to ensure the facilities expand and evolve to handle more volume, capture market share, and adapt to ever-changing industry needs. Ryan, a Port Houston employee since 2004, has experience in all facets of terminal operations including gate, vessel, and yard planning. Ryan, a native Houstonian, attended Texas A&M University at Galveston where he received his bachelor’s degree in Maritime Administration. He lives in Houston with his wife and son where they enjoy traveling, the outdoors, and spending time with friends and family.

Vice President, Transportation at Specialized Carrier & Rigging Association (SCR&A)
Steven Todd began his transportation career as a self-employed consultant in both the civil engineering and public transportation industry, specializing in funding and organizing municipal infrastructure and public transportation initiatives throughout Illinois. This led to a career with the Illinois Department of Transportation. Since his retirement from IDOT in 2012, Todd has been employed with Specialized Carriers & Rigging Association in Washington, D.C. where he advocates for safe, efficient and harmonized regulatory policies. He currently serves on both the U.S. Department of Transportation’s Emergency Route Working Group and the National Coalition on Truck Parking as well as the American Association of Highway Transportation Officials National Advisory Committee.

The Specialized Carriers and Rigging Association is an international trade association of more than 1,300 members from 46 nations. Members are involved in specialized transportation, machinery moving and erecting, industrial maintenance, millwrighting and crane and rigging operations, manufacturing and rental. SC&RA is committed to advocate, educate and provide networking opportunities to support the industry in operating safely, legally and profitably around the world. SC&RA helps members run more efficient and safer businesses by monitoring and affecting pending legislation and regulatory policies at the state and national levels; researching and reporting on safety concerns and best business practices; and providing four yearly forums where these and other relevant member issues can be advanced.

Tony Stroncheck began his career in the transportation Industry in 1989 working for Owens & Associates, where he wrote thousands of tariffs which were filed with the Texas Railroad Commission, Interstate Commerce Commission (ICC), and more. By 1991, Stroncheck purchased a fuel tax reporting software from his long-time friend, and now partner, Tim Pilcher.

In the over 30 years since the partnership began, ProMiles has filed thousands of operating authorities and permits, created the industry’s first online mileage guide, developed pioneering OS/OW custom automated permitting and routing systems, as well as software for fuel optimization, and auditing and reporting for the purposes of IFTA, IRP, Mile Tax and other compliance requirements.

Since its inception, Stroncheck has sought to position ProMiles as the industry’s regulatory compliance technology leader, by developing the next generation of first-in-class solutions which advance harmonization, roadway safety, infrastructure integrity and efficiencies benefiting all industry stakeholders.

ProMiles Software Development Corporation (PSDC) is a privately held Texas Corporation, incorporated in December of 1997, and it is still managed by its two founders: Tony Stroncheck and Tim Pilcher.
