Admin ability to lock automated video from presenter

Provide a feature that allows an admin to lock a video so that a non-admin presenter can't pause or remove a video. There is a lock when it is automated setting but the presenter can remove that lock and stop the presentation. This is important because in automated webinars we may want the presenter in the room to answer to Q&A or chat but we do not want them to be able to stop the recorded video. The presenters are often speakers not part of our staff. It would be helpful to limit the authorization of non-admin presenters, just like we can do when we block them from turning on webcam or sharing audio.

Indeed, we had presenters accidentally pausing or deleting videos, and also starting pre-planned polls in the middle of a talk. It would be good to be able to configure exactly what presenters are allowed to do
