Disable upvote for attendees, add thumbs down

We use the upvote feature (thumbs up) for presenters/admins to prioritize submitted questions for the Q&A. This is very important when a moderator chooses audience questions for reading out loud to the presentation panelists.
When an attendee submits a question, they can click the thumb up icon on their own question, making it look like the question should be prioritized. If we had the option for presenters/admins to upvote, but not attendees, it would avoid this confusion.
If presenters/admins had an additional thumbs down icon, they could indicate questions that the moderator should not read during Q&A. This would also help streamline the Q&A section of events.
