About This Webinar

The webinar will include a brief history of Appraiser Independence Requirements as well as the agencies, rules, and regulations outlining appraiser independence requirements. Specific acts that contradict appraiser independence requirements will be outlined, along with some mythical violations.

In addition to suggested responses to improper attempts to influence appraisers and other violations of appraiser independence, we will talk about how to determine where to send complaints alleging violations of laws, policy or rules. Strategies for avoiding and dealing with appraiser blacklists will be included.

Frank Gregoire

Realtor, Appraiser

Licensed in Real Estate since 1976, Frank is a second generation REALTOR®, Broker and Appraiser. In addition to a Real Estate Brokers License, he is a State-Certified Residential Appraiser, Residential Appraisal Instructor and president of Gregoire & Gregoire, Inc., a Residential Real Estate Appraisal firm based in St. Petersburg, Florida.

Frank was appointed to the Florida Real Estate Appraisal Board in February 2000 and served until February 2008. He was elected Chairman of the Board four times; 2002, 2004, 2006 and 2007. In addition to providing Expert Witness services in Administrative Hearings, Florida and Federal Courts, Frank appears as a speaker on appraisal and mortgage related topics. Articles by Frank have been published in REALTOR® Magazine, the Journal of Property Economics, Working RE and Appraisal Buzz.

Joshua Walitt

SRA, MNAA, CDEI AQB Certified USPAP Instructor

Joshua Walitt is a certified residential real estate appraiser, reviewer, and educator. As the Compliance Manager for Property Interlink, he oversees procedures, training, licensing, audit, operations, and review functions. His ongoing goal is to increase accuracy and efficiency through the use of sound reasoning and communication, appropriate methodology and tools, and proper oversight.

Prior to joining Property Interlink, he provided fee appraisal and consultation services. In 2013, he was the appraiser member of Colorado’s AMC Rulemaking Taskforce. In 2015, Walitt designed the Market Machine, a market analysis and modeling tool used by appraisers throughout the U.S. He has also provided valuation consulting for international applications.

He writes for industry publications and has spoken at events including the Appraisal Summit and Expo, the Appraisal Institute's Annual Conference, the Valuation Expo, and client conferences. In addition, he designs and presents continuing education courses for online and classroom delivery.

Walitt holds the SRA designation with the Appraisal Institute, is a member (MNAA) of the National Association of Appraisers and serves on their Board of Directors, received his Certified Distance Education Instructor (CDEI) certificate in 2014, and is an AQB Certified USPAP Instructor.
