Mindy Tarlow
Managing Director, Blue Meridian Partners
Mindy Tarlow is a managing director at Blue Meridian Partners, a pioneering philanthropic model for finding and funding scalable solutions to problems that limit economic mobility and trap America’s young people and families in poverty. She provides strategic and executional leadership on critical business priorities and leads innovation efforts that will expand Blue Meridian Partners’ work as it evolves.
Through her leadership of the Justice and Mobility Fund and other Blue Meridian portfolio investments, she explores new investment opportunities, oversees and conducts due diligence on potential investees and manages relationships with current investees. Mindy also oversees Blue Meridian’s evidence and evaluation practice.
Previously Mindy served as the Director of the Mayor’s Office of Operations in New York City. Appointed by Mayor Bill de Blasio in January 2014, she oversaw the performance management of all city agencies and cross-agency initiatives, data analytics, poverty research, and strategic efforts to advance equity and opportunity. She also served on the Board of Directors of the Mayor’s Fund to Advance NYC.
Mindy spent close to two decades as the founding Executive Director and Chief Executive Officer of the Center for Employment Opportunities (CEO), a nonprofit organization providing employment services to people who have recently been incarcerated. After managing a successful spinoff from the Vera Institute of Justice, Mindy expanded CEO to ten cities across three states.
From 1984-1994, Mindy worked in the New York City Office of Management and Budget, rising to Deputy Director in 1992.
Mindy has served on numerous boards and commissions, including as a private member of New York City’s Audit Committee, co-chair of New York State Governor Andrew Cuomo’s statewide Work for Success Committee, and on New York City Mayor Michael Bloomberg’s Commission for Economic Opportunity.
Mindy earned a BA from Boston University, and has taught nonprofit and strategic management as an adjunct professor at New York University’s Robert F. Wagner Graduate School for Public Service.
