Meet The Presenters

Anthony J. Giuliani

Partner, Vorys, Sater, Seymour & Pease

Anthony is a partner in the Vorys Columbus office and a member of the energy and environmental group. His experience is in environmental law, including matters involving the Clean Air Act (CAA), the Clean Water Act, The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and The Resource Conservation and Recovery Act (RCRA). Anthony represents industrial clients in permitting of new and old sources, including New Source Review (NSR) and Prevention of Significant Deterioration (PSD) under the CAA. His practice also includes defense of enforcement cases brought by government agencies and individuals as well as counseling clients in transactional matters. It also involves successfully defending environmental permits that are administratively appealed by environmental groups that are opposed to the permitted projects.

Anthony has experience representing a client in developing and PSD air permitting of a $9 billion ethylene cracker plant. He also has experience representing energy clients in the development and permitting of large cryogenic processing and fractionation facilities serving the Utica Shale, as well as providing assistance with permitting of hydraulically fractured oil and gas wells in the Utica Shale. In addition, Anthony works with clients developing large renewable and alternative energy projects involving everything from environmental permitting, financing, renewable energy credits, emission offsets, permit appeals, construction and contracting. Those developments included biomass, ethanol, and large solar projects.

Anthony received his J.D. from The Ohio State University Michael E. Moritz College of Law. He received his B.A. with honors from The Ohio State University where he was a member of Phi Sigma Alpha. Anthony is the Chair of the Air Regulations Subcommittee of the Ohio Oil and Gas Association.

Abby Foster President
Abby Foster is the President of the Pennsylvania Chemical Industry Council (PCIC). PCIC is the premier advocacy organization acting on behalf of the state’s chemical and petrochemical industries and providing solutions that bring value for member companies. PCIC works to make Pennsylvania an ideal home for chemical and related industries. As the 10th largest chemical-producing state, Pennsylvania's $24 billion chemical industry provides nearly 80,000 direct and related jobs and generates more than $410 million state and local taxes and $933 million federal taxes on an annual basis.
Martha Moore

Director for Policy Analysis and Economics, American Chemistry Council

Martha Gilchrist Moore is senior director for policy analysis and economics at the American Chemistry Council. In that role, she analyzes the impact of various policy initiatives and energy trends on the chemical industry, in particular recent developments in shale gas and the resultant surge of chemical industry investment. In addition, she produces forecasts for the economy and chemical industry. She also directs the Council's research on the direct and indirect economic contributions of the business of chemistry and the benefits to consumers. Ms. Moore has worked on chemical industry issues for more than 25 years and is an authority on the market dynamics for the chemical industry and its end-use customer industries. Ms. Moore holds a master's degree in economics from Indiana University and is a graduate of the University of North Carolina at Chapel Hill. She is a member of the National Association for Business Economics and the US Association for Energy Economics.
Gregory S. Floerke

Executive Vice President, Gathering and Processing, MPLX GP LLC

Mr. Floerke is executive vice president, Gathering and Processing of MPLX GP LLC.
Mr. Floerke joined MPLX in 2015, at the time of the MPLX and MarkWest combination. He
joined MarkWest in 2013 as senior vice president, Northeast region. He was named executive
vice president and chief commercial officer in 2015 and to his current position in 2016. Prior to
joining MarkWest, Mr. Floerke served as vice president, Eastern region for Access Midstream
Partners. He has a broad background spanning multiple disciplines and industries for more than
25 years, including senior management roles at Williams, where he began his career, as well as
MasTec, Alberici, One Communications, and Chesapeake Midstream.
Mr. Floerke graduated from the Colorado School of Mines with a bachelor’s degree in petroleum
engineering. He is a graduate of the Program for Management Development at Harvard Business School.
Mr. Floerke recently served on the board of directors for the Appalachian Partnership for Economic Growth.
Michael Marr

External Relations Advisor, Shell Pennsylvania Chemicals

Michael Marr has been a senior communications leader in both the private and public sector for more than two decades. In 2012, Marr joined Shell and has since worked in different roles covering Shell’s US Chemicals Assets and Shell’s petrochemical project in Beaver County, PA. For the five years preceding Marr’s employment with Shell, he served as the public affairs lead at the former BP Texas City site, which housed the nation’s third largest oil refinery, an integrated chemical plant and a power plant.

Marr worked in senior governmental roles before joining the private sector in 2007. From 1998-2007, Marr served in a variety of roles for New York Governor George Pataki - including as the Governor's official press secretary, the Governor’s campaign press secretary and as the State's lead economic development spokesperson in the 18 months that followed 9/11.

Prior to serving in the Governor’s office, Marr worked on Capitol Hill – on both the House and the Senate side.

Marr received a Bachelor of Arts degree from Johns Hopkins University. Marr lives in Wexford, Pennsylvania with his wife and their son Ryan, who is ten.
