Are Customers and Utilities Finally Ready for Modern Rate Structures?

Time-of-use (TOU) and other innovative rate designs are critical to managing an increasingly complex grid, achieving decarbonization goals and integrating distributed energy resources. Not to mention, if people get on the right one, it can save them money. So why aren’t more people on them? According to the U.S. Energy Information Administration, while TOU rates are available to 62% of U.S. residential customers, only 7.3% are enrolled in these plans.

Much of the recent success we’ve seen with TOU rollouts has been in California. What can we learn from what those California investor-owned utilities have accomplished? This discussion with Southern California Edison and GridX, moderated by The Brattle Group, will discuss how a large utility successfully owned and managed a large TOU rate rollout by taking an analytics-driven approach and putting the customer first.

It will detail lessons learned and pitfalls to avoid as other states look to deliver similar programs. It will also touch on the emergence of EV-specific rates and how these lessons can be applied to this use case.
