DESIGN REVIEW WITH LIMITED RESOURCES: WORKING WITHOUT PROFESSIONAL PRESERVATION STAFF

Mindy Gulden Crawford has worked in the field of historic preservation for 40 years, currently as the Executive Director of Preservation Pennsylvania, the statewide nonprofit advocacy organization. Prior to that she served as the Executive Director of Historic York, Inc., a county-wide nonprofit in Pennsylvania. She has an MA in Historic Preservation (Goucher College ’98) and a BS in Business Administration (York College of Pennsylvania). She is an adjunct faculty member at Goucher College teaching in the Masters of Historic Preservation Program (MAHP). She has served as adjunct faculty at Pennsylvania State University and York College of Pennsylvania since 2005. Her experience in historic preservation includes National Register nominations, Historic Preservation Tax Credit applications, environmental compliance, grant writing, fundraising and nonprofit management.

She recently wrote her first book, Historic Pennsylvania: A Tour of the Top 100 National Landmarks (Globe Pequot, a division of Rowman and Littlefield) and is working on a second book on the market houses of Pennsylvania.

She serves on the board of the National Alliance of Preservation Commissions (NAPC), the National Preservation Partners Network (NPPN), Main Street Hanover (PA) and the Hanover (PA) Economic Development Corporation.

Sarah Korjeff works as Historic Preservation Specialist and Planner for the Cape Cod Commission, a regional planning and regulatory agency in Barnstable County, Massachusetts.  She is a primary author of the Commission's cultural heritage and community design guidance documents, and she has led planning efforts to make zoning consistent with community design goals in several towns and historic districts in the region.  She provides training and technical assistance to Historical Commissions and Historic District Committees across Cape Cod.  Sarah holds a master's degree in Historic Preservation from the University of Pennsylvania.

Tim Leahy is active in local heritage and preservation organizations in Annapolis MD. Since 2009, he has been a member of the Historic Preservation Commission and has served as chairman since 2018. He also serves as the Board Chair of the Chesapeake Crossroads Heritage Area, one of 13 Maryland heritage areas funded by the Maryland Historical Trust. He is an active volunteer at the Annapolis Maritime Museum as a tour guide on the historic skipjack, Wilma Lee. In past years, he has worked on the preservation and adaptive re-use of the Charles Carroll House and Gardens, and prominent 18th century dwelling on the Annapolis harbor.

He retired in 2019 after a career in information technology management in higher education and healthcare institutions and major consulting organizations. His areas of expertise were project management, software development and data center operations. Early in his career he focused on construction management and real estate development.

Tim has a BS, Architecture (1976) and an MBA (1979) from the University of Virginia. A native of Wilmington, DE, he has lived in Annapolis since 1985 in a “vintage” home with his wife Eileen, who is also active in local civic organizations. Aside for volunteer work, Tim enjoys any manner of activities on the water from the sailing on the Chesapeake to playing on the beach with his family.

Laura Renwick is the Community Preservation Specialist for the southern regional office of Indiana Landmarks, a position she has held since 1997. As part of her role she works with four local communities to provide staff services to their Historic Preservation Commissions. Prior to her current position, Ms. Renwick worked as an interpreter at the Culbertson Mansion State Historic Site and as a historic sites surveyor for Indiana Landmarks. She serves on the boards of directors of several local organizations, including Jeffersonville Main Street - where she serves as co-chair of the Design Committee and helps to administer their façade grants - the Clark County Museum, Indiana’s Historic Pathways, and the Friends of Division Street School, among others. Ms. Renwick is a graduate of Earlham College with a degree in politics, and also completed her coursework in the Masters of Science in Historic Preservation program at Ball State University.

Chris Wand is a Registered Architect in Iowa, Wisconsin, South Dakota, Nebraska, Missouri and Kansas; NCARB Certified; and a Leadership in Energy and Environmental Design or LEED Accredited Professional. He has been working in the field of architecture since graduating from Iowa State University in 1991 and has served as Project Manager on such projects as Eleanor Roosevelt Middle School and the Port of Dubuque Public Parking Structure in Dubuque, and the National Czech & Slovak Museum & Library, the Kirkwood Continuing Education and Training Center, and Crystal Group in Cedar Rapids. He currently resides in Cedar Rapids where he works for Primus Companies, a design-build firm, and serves on The History Center Board. In Dubuque, he continues to serve on the Dubuque Main Street Board of Directors. He is a former member of the Board of Directors of SaveCRHeritage, the National Alliance of Preservation Commissions (NAPC), the Dubuque Museum of Art, Czech Village-New Bohemia Main Street and the Dubuque Historic Preservation Commission.

Robin Zeigler serves as the historic zoning administrator for the Nashville-Davidson County Metropolitan Historic Zoning Commission. Previously, she served as senior historic preservation planner for the Planning Division of the Salt Lake City Corporation, and the preservation planner with the City County Planning Commission of Warren County, Kentucky. Her experience includes policy development, procedural improvements, commission support, legislation drafting, design guideline creation, and architectural resource surveys. She created and presented a certified preservation course for Realtors in Alabama, Kentucky, Tennessee, New York, and West Virginia. She is also a trainer for the National Alliance of Preservation Commissions and a former board member of the organization. She is a graduate of Middle Tennessee State University’s Public History Program where she worked for the Center for Historic Preservation.
