The necessary and unprecedented levels of economic support needed in response to cushion the economic impacts of the COVID-19 pandemic has significantly impacted the budget positions in all jurisdictions. For Federal, Treasurer Josh Frydenberg estimated that the underlying cash balance is forecast to decrease from balance in 2018-19 to a $85.8 billion deficit in 2019-20 and a $184.5 billion deficit in 2020-21.

With the tightening of operating expenditures that will most assuredly happen in the 2020-21 budgets coming down from early October on, how will agencies prioritise what gets considered for funding and what doesn't? What of pipeline initiatives that had been planned prior? Is automation the answer to achieving optimisation of scarce resources?
