As the Vice President of Outreach and Communications for the South Central Workforce Development Board since January 2019, Leslie Witty furthers her career span in education and workforce development to nearly 30 years. She has created, delivered and managed an extensive number of soft skill courses and programs, both for the workplace and for college students. Her extensive experience in Communication can also be seen through the marketing, branding and social media she produces for the South Central Workforce Development Board.

James Moore joined the South Central Workforce Development Board in 2019 as Director of Apprenticeships and Programming. James has over 20 years experience in management. His career portfolio is combined of workforce, economic development, for profit, non-profit, government sectors, and entrepreneurship. He currently sits on several boards including: the Glasgow-Barren Chamber, President/Board member on Rotary International-Glasgow Chapter, For Diamond and the Barren County PVA Appeals and Assessment. He also wears many hats on many committees in the Barren County community. In his current role, James works with businesses in the SCWDB 10 county region to provide opportunities for employment and staff development that promotes internal upward mobility and assist with filling entry level vacancies. James also works with businesses to establish apprenticeship opportunities and programs for development. When not working James enjoys, spending time with his family, volunteering and mentoring and swinging the occasional golf club.

Chad Spencer is a seasoned Director of Apprenticeship Programming with 10+ years experience in Relationship Building and Leadership in the Education and Business/IT sectors. Chad is passionate about connecting qualified individuals with career opportunities in South Central Kentucky, and has spent the last year helping grow the South Central Workforce Development Board’s talent pipeline and employer customer profile, through dedicated efforts and strong partnerships with community partners such as Goodwill Industries and the Housing Authority of Bowling Green.
