A talk by Jeffrey Goodman. Short-term rentals have exploded in many communities of every size, and with them come noise complaints, parking problems, party houses, and frustrated neighbors. Without a solid ordinance in place, code enforcement is left trying to manage the impacts with no real tools to do it. How do we establish a successful program? This class covers the fundamentals of building a strong short-term rental ordinance and enforcement program. You will learn the different regulatory approaches jurisdictions can take, from a full ban to a permit program to choosing not to regulate at all, and the pros and cons that come with each path. The session also walks through the common challenges jurisdictions face, including identifying unpermitted rentals, tracking online listings, handling absentee owners, and keeping up with enforcement once an ordinance is on the books.
