Director General, Project Management Service Line, Real Property Services of PSPC
Pierre Tessier is the Director General, Project Management Service Line, Real Property Services of Public Services and Procurement Canada.

His organization is accountable for establishing national functional direction for project management practices. This includes oversight, reporting, and leading the National Centre of Expertise for Project Management who are responsible for the National Project Management System (NPMS). The NPMS is the project management framework for real property projects. It defines key principles and provides the directives, roadmaps, deliverables and tools needed to successfully deliver projects on scope, on time and on budget.

Pierre is also responsible for the delivery of special purpose projects such as judicial, security, and infrastructure projects in the national capital area. The national program of projects delivered annually are valued at $3.5 to $4 billion dollars.

He is directing the development of a Project Management Learning Curriculum aligned with PMI Skillsets which will ensure that project managers have the required competencies and experience to manage projects based on complexity, risk, materiality, and significance of the project.

Pierre has over 17 years of experience in project management, starting his career with the Canadian Department of National Defence in a project management operational role with the Royal Canadian Navy, working his way up the ranks to defining project requirements, planning and measuring project performance to more strategic roles such as developing requirements to guide business transformations and developing business and organizational structural solutions. Pierre then assumed senior leadership roles with Shared Services Canada in leading functional realignment change management, consolidating contracts, establishing project oversight and analysis across various portfolios as well as leading the establishment of its Analytics and Transformation Plan (Program of Projects).

Pierre holds a Bachelor of Mechanical Engineering (Honours) from the Royal Military College of Canada and completed his Masters Certificate in Project Management from Saint Mary’s University. He is also a licensed Professional Engineer in Ontario.
