In the twelfth episode of the podcast Angelisa Corbo and Cameron Walter talked to Mr. Andrew Priestley, Expert on Advance Passenger Information (API) and Passenger Name Record (PNR). Since starting his consultancy company, Agile Borders, in 2017, Mr. Priestley has worked extensively with the OSCE and IOM across Europe, Central Asia, and Africa. He has assisted these inter-governmental organizations in their capacity-building projects and in educating and supporting governments in introducing API and PNR projects in line with their UN Security Council obligations. He has extensive global work experience and has provided ongoing support to countries (e.g. Kyrgyzstan and Georgia) in their efforts to improve knowledge and experience with passenger data and the implementation of an intelligence-led approach to border management. Mr. Priestley has also worked with the governments of Denmark and Iceland to implement their API and PNR projects as an advisor and project manager, liaising with airlines, legislators, and suppliers.

In this episode Mr. Priestley talks about the current state of play of API and PNR in the OSCE regions, privacy concerns, as well as the future of inter-governmental data sharing including biometrics and medical data in a post-pandemic world.

Angelisa Corbo is Border Adviser at the OSCE Transnational Threats Department- Border Security and Management Unit. In this capacity, she also manages OSCE projects and activities in the field of Travel Document Security, focusing on the detection of fraudulent documents and impostors at the border.
Prior to the last assignment, she spent two and a half years at the OSCE Border Observer Mission at the Russian Checkpoints Gukovo and Donetsk as member and coordinator of the reporting team.
Before joining the OSCE, Angelisa worked for the Italian Labour Agency – Migration Unit.
She holds a Master Degree in International Relations and Diplomatic Affairs from the University of Bologna.

Program Manager for Travel Security, Border Management and Security Unit, TNT Division, OSCE
Cameron recently joined the OSCE’s Border Management and Security Unit, Transnational Threats Division as Program Manager for Travel Security. He has also been an active member of the OSCE Task Force for Combatting the Trafficking of Cultural Heritage since 2017, with missions to Cyprus, Montenegro, Italy and Mongolia.

Prior to joining OSCE, Cameron began his career with the Government of Canada in 2005, following graduation from the University of Victoria with an Honours Degree in Political Science (International Relations and European Integration) and History (Decolonization and Development).

He joined Canada Border Services Agency in 2007 as Head of International Relations for Europe, Africa and the Middle East where he focused primarily on supply chain security, passenger name record negotiations, counter-terrorism, customs intelligence networks and trade facilitation. During this stint he also participated in numerous joint operations with WCO targeting trafficking networks against illicit movement of cultural heritage, narcotics and firearms.

In 2015 Cameron transferred to the Department of Natural Resources where he led the US and Mexico Relations team. There he led the negotiations and implementation of the energy portion of the North American Clean Energy and Climate Change Agreement, announced at the North American Leaders Summit in 2016.

Following a short project-assignment at Agriculture Canada focused on building ASEAN trade relations, Cameron transferred to the Department of Canadian Heritage as the Deputy Director of International Partnerships and Trade Operations, where he coordinated the Department’s efforts to expand global creative industries trade.
