    David Speier leads the benefits accounts team in Willis Towers Watson’s Benefits Delivery and Administration segment which is responsible for the management of all active health savings accounts (HSAs), flexible spending accounts (FSAs) and retiree health reimbursement accounts (HRAs). Speier is an actuary in both health and retirement consulting and has worked with large employer clients on optimizing both their health and wealth programs. David has been in the industry for over 34 years and holds a B.A. degree in math/management from the University of Hartford, and an M.S. degree in statistics from University of Massachusetts.

    Katy Spangler, principal of Spangler Strategies has more than 15 years of experience working in Washington, D.C. to clients seeking assistance navigating Capitol Hill, the White House, and the federal agencies. Spangler Strategies utilizes a deep knowledge of health care policy, successful advocacy, and diverse coalition building to support clients by working on a wide variety of health care issues.
    Spangler is Senior Advisor to the American Benefits Council and the Alliance to Fight the 40, a coalition established to protect employer-provided health coverage. She is also Co-Director of the Smarter Health Care Coalition, a diverse group of stakeholders focused on integrating benefit design innovations and consumer engagement within broader delivery system reform in order to better align coverage, quality, and value-based payment goals. She serves on the Advisory Board to The University of Michigan Center for Value-Based Insurance Design.
    Before forming Spangler Strategies, Spangler served as Senior Vice President, Health Policy for the American Benefits Council.
    Spangler cofounded VBID Health, a consulting company that specializes in designing and promoting health benefit plans and payment policies that get more health out of every health care dollar. She earned a bachelor's degree in economics from The University of Tulsa.
