Chief Dirk Christian, MSS, CFO, is the Emergency Response Division Chief for the Kansas Office of the State Fire Marshal. Dirk is a 31-year veteran and student of the fire service and public safety. He also serves as the volunteer Fire Chief for Shawnee County Fire District #4, west of Topeka. Chief Christian retired in 2018 from the KSARNG and US Army, completing a 30-year military career, and retiring as a Colonel. Chief Christian is a CPSE-designated Chief Fire Officer, a Hazardous Materials Technician and CBRN Specialist, and former Commander of the 73rd Civil Support Team (Weapons of Mass Destruction).

Scott Oswald, a 12-year veteran of the fire service, is a battalion chief with the Inver Grove Heights (MN) Fire Department and the hazmat manager for the Dakota County Special Operations Team. He has a master’s degree in public safety & law enforcement leadership and an associate degree in fire science technology. He served a key role on the Station Design Committee that implemented cancer prevention recommendations into a newly built fire station. He was also one of the developers of the Inver Grove Heights Fire Department’s firefighter post-fire on-scene decontamination policy.

Dave Parker is the Fire Chief of Aldine Fire & Rescue. Previously, he had served 32 years with The Woodlands Fire Department. Along with his duties as a fire chief, Dave is also an emergency services commissioner with a neighboring district. Dave holds a master’s degree in emergency services management, and the designations of certified fire executive and fire service chief executive officer.
