Garrett is a healthcare consultant, delivering impactful financial deliverables with a client-centric approach. Garrett has a background in Medicare and Medicaid cost reporting, provider training, provider fee modeling, healthcare auditing, pay-for-performance evaluation, discrete cost analysis, and rate setting. Throughout his 14-year tenure with PCG, Garrett’s work includes leading teams in cost recovery and revenue maximization initiatives and training programs for Emergency Medical Services (EMS) providers across the country.

Over the past decade, James oversaw the development, design, implementation, and ongoing administration of EMS reimbursement programs. PCG now works with over 500 EMS providers across the country. He has vast experience working with Centers for Medicare and Medicaid Services (CMS) throughout the program approval process, including composing legislation and State Plan Amendments, developing compliance-driven reimbursement strategies, and negotiating federal approval.

Ms. Narode is an Associate Manager based out of the Albany, New York office. Ms. Narode has extensive experience managing statewide projects and comprehensive knowledge on supplemental payment programs and Federal Medicaid Revenue Enhancement. Since joining PCG, Ms. Narode has supported and led several key initiatives. Ms. Narode serves as the Program Manager on the Florida Public Emergency Medical Transportation (PEMT) program working with over 60 providers on their Medicaid cost reports and oversaw the implementation of the FL MCO program for EMS providers. She is also the Program Manager for the Texas Ambulance Supplemental Payment Program (ASPP), Iowa, Illinois, and Oklahoma Ground Emergency Medical Transportation (GEMT) programs where she oversees a team to assist multiple EMS providers in completing Medicaid cost reports.

Kevin Joles serves as the EMS Division Chief of Lawrence-Douglas Fire and Medical in Lawrence, KS. Before his position as Chief, Kevin was the Captain of EMS Operations and EMS Training in the City of Olathe, where he led clinical education for the City and collaboratively within the Johnson County EMS system. Kevin also chairs the EMS Section of the International Association of Fire Chiefs (IAFC). In his 26 years in emergency services, Kevin has found a passion for superior prehospital clinical care within the departments he has worked with. Kevin’s progressive mentality has him spearheading new initiatives for cardiac arrest and working diligently to achieve the department's International Accreditation status (CPSE) and an ISO 1 rating.
