Miles Brown, a Consultant serves on several projects that support state and local health agencies in improving their fiscal operations. Mr. Brown contributes to revenue maximization engagements for governmental ambulance service providers participating in the Colorado Emergency Medical Services (EMS) Supplemental Payment Program, Texas Ambulance Supplemental Payment Program (ASPP), Oregon Ground Emergency Medical Transportation (GEMT) Program, Iowa GEMT Program, and Illinois GEMT Program. He works closely with some of the State’s largest providers, assisting with the preparation of annual cost reports and other key deliverables. Mr. Brown has also served in project support capacity for School-Based Services initiatives serving public school districts throughout the entire State of Wisconsin. Mr. Brown’s most recent accomplishments include serving as the cost reporting lead for 17 Texas public ambulance providers.

Molly McDonald, a Consultant at PCG, has worked on several projects to improve program effectiveness and fiscal return for governmental ambulance service providers. She has led preparation of cost reports and other key deliverables including onsite and remote training presentations and facilitating and completing compliance reviews. Her involvement spans partnerships with providers on the Texas Ambulance Supplement Payment Program (ASPP), Oklahoma Ground Emergency Medical Transportation (GEMT) Program, Missouri GEMT, and Florida Public Emergency Medical Transportation (PEMT) Program. Additionally, Ms. McDonald has executed project initiatives for the State of Wisconsin’s School-Based Services Program including federal and state compliance measures, Medicaid billing analysis, and statewide cost settlement operations.

Mike McEvoy is the Chief of EMS for Saratoga County, New York, the Chief Medical Officer
for the West Crescent Fire Department and a nurse clinician in the cardiac surgical ICU at
Albany Medical Center where he also teaches critical care medicine. He was appointed to a
vacancy on the EMS Section Executive Committee in 2013, elected secretary of the section in
2014, elected chair of the Section in 2016 and again in 2019. He has been a member of IAFC
since 2007.
