21st Century Fire & Emergency Services White Paper, released in 2020, is the final product of a joint effort between the Center for Public Safety Excellence (CPSE) and the International Association of City/County Managers (ICMA), with significant feedback from members of the International Association of Fire Fighters (IAFF). The report provides a blueprint for sustaining and maintaining relevance of the fire and EMS services into the future. The report outlines eight critical issues, with associated cases studies and examples of best practices, so agencies can better prepare for the speed and volatility of future change.

  • Attendees will be provided a overview of the development of the project and how stakeholder feedback was used to ensure a broad perspective on all the issues presented

Lincoln Fire & Rescue – Fire Chief (ret.)
Micheal Despain has over 37 years of experience in the public safety field, previously serving as fire chief for the City of Clovis (CA) and the City of Lincoln (NE). He has also served as interim fire chief for the cities of Fresno (CA), Rocklin (CA), Piedmont (CA), as well as a second time serving Lincoln (NE).

Chief Despain has served as a subject matter expert and consultant on fire and EMS deployment projects for the U.S. Fire Administration and Center for Public Safety Excellence. He has also served as a board member for the League of California Cities and California Fire Chiefs Association, developing policy and legislation on numerous state and national fire service issues. He speaks regularly at a broad array of conferences and training venues on emergency service outcomes, professional development and other contemporary issues facing the fire service.
